You give people or teams access to a whole vault, one folder, or a single note. Each grant has a level:

To see or change who has access, right-click a folder or note and choose Access…, or open Info → Manage access… in the right panel.
Workspace owners and admins can always open everything except members' private folders, and they manage members, teams, and settings.
